After completing all lessons and 44 driving hours, schedule a driving test appointment at txdpsscheduler.com (select "Class C — Road Skills Test"). Your student must be at least 16 years old and have held the permit for at least 6 months. Alternatively, take the driving test at a TDLR-licensed driving school and bring the sealed results to a standard DPS appointment. Download your Provisional Driver License Certificate from the course dashboard before you go.
Document Checklist
- DE-964 Provisional Driver License Certificate — Print in color if using an older green-background template; newer black-and-white templates can be printed in black and white. Do not sign until DPS tells you to.
- First page of your PTDE packet — Same document as your permit visit.
- Your learner license (permit card) — The physical card you received by mail after your permit appointment.
- DL-14A or DL-14B form — Same rules as your permit visit: fill out at home, leave the signature lines blank.
- Social Security Number — Verified electronically by DPS.
- VOE form (if under 18 and not a high school graduate) — Same rules as your permit visit (school signature, 30/90-day validity).
- Parent or legal guardian — Must attend in person. If the designated instructor is not the student's parent or legal guardian, both must attend with the Instructor Designation Form.
- A car for the driving test — Must have current proof of insurance (the student does not need to be on the policy), a current registration sticker, and two license plates.
- Glasses or contacts — Only if needed to drive.
- Appropriate footwear — Closed-toe shoes with flat soles. No flip-flops or heels.
- 30-hour driving practice log — Download from your course dashboard under Driving Hours. DPS checks this log only — the 14-hour behind-the-wheel instruction log is not required at the appointment. See driving hours requirements for details on what counts.
- ITTD certificate — Must be completed within 90 days of your driving test. Print a copy. See ITTD course details.
- Proof of lawful US presence — Only if the student is not a US citizen (Green Card or Foreign Passport + Visa).
- $16 provisional license fee — Paid directly to DPS (cash, check, or credit card; varies by location).
Common Questions
Does the DE-964 certificate expire?
The certificate itself does not expire. After two years, the written exam score expires — but DPS will administer a knowledge test at the counter, not turn you away or refuse the certificate.
What if DPS rejects our certificate?
A small number of DPS offices have questions about parent-taught certificates. Our certificates use TDLR-assigned numbers with either a DEE or PT prefix, both of which are valid. What if DPS asks for a DL-90A or DL-91A form?
These forms have been phased out. If a DPS office asks for one, email TPSTprogram@dps.texas.gov with the student's full name and the DPS location.
What if the certificate date doesn't match the permit issue date?
That's normal — the dates are always different. The certificate date reflects when your student finished the course, not when they got their permit. DPS cannot require the dates to match.
